The National Historical Institute, aware of its commitment to bestow honors to our foremost national hero, sponsored the 8th annual Rizal lectures in cooperation with the 1974 Special Rizal Day Celebration Committee. Calamba (his birthplace), Dapitan (his place of exile where he lived fruitfully), and Fort Santiago (his prison camp) were the appropriate venues for the celebration. In the Calamba Rizal Shrine, Professor Diosdado G. Capino of the Arellano University delivered a treatise on "How Much Do We Belong to Rizal?"; former Ambassador and Constitutional Convention Delegate Mauro Baradi honored Rizal as the "Harbinger of Philippine Progress" in his analytical lecture "Rizal and National Progress" at Fort Santiago Rizal Shrine; and Dr. Cresencio Peralta, president of the National Teachers College, put forth in the Dapitan Rizal Shrine "Dr. Rizal's Message to the Filipinos Through His Life as an Exile in Dapitan." -Excerpts from the Foreword.
