In this volume, tension between the politico-military government and the missionaries in Surigao demanded a drastic solution, and the Manila government asked the Jesuits to take the place of the Recollects who had been evangelizing the area since the end of the 16th century. In Spain, Madrid has wanted to secularize the Philippine school and ban the religious order from administering them, but strong opposition in Manila killed the plan. The Jesuits, however, braced themselves for the worst. When the Manila government, asked them to send men to Surigao, they were ready.
