This speech was delivered at the Los Angeles Hilton on Feb. 11, 1981 at the invitation of the L.A. World Affairs Council. It is believed that this speech was one of the first major speeches delivered by the Senator upon release of his triple heart bypass and the beginning of his self-imposed exile in the USA.

The speech contained a mini history of the Philippines; the evils of a one man rule; the collapse of the Philippine economy; his personal story. The speecg was capped by a question and answer which is also transcribed by the author in a separate paper from the only tape that contained the speech.

The speech aptly predicted the downfall of Marcos.
