Born in Dipolog City on 24 September 1968, IRAH RUTH B. BORINAGA is presently working as Presidential Staff Officer in the Office of the President in Malacanang. She had an M.A. in Asian Studies and a B.S. in Tourism, both from the University of the Philippines. She is proficient in English, Tagalog, Cebuano, as well as Japanese, for which she was awarded a Certificate of Proficiency by the Japan Foundation in 1990. Some of her short fiction have appeared in Midweek Magazine, Mr. & Ms. Magazine, and in Campus Magazine.
