This volume deals with the worldview of the poor as voters in a nation-state. Based on an empirical study, it seeks answers to questions such as: Is an impoverished electorate a hindrance to the modernization of electoral processes? What do the poor expect of their leaders? Is their participation in elections informed by a traditional orientation, or is it as modern as the Philippine political process itself The study illumines the complex intertwining of modernity and tradition in Filipino political culture.
