The National Historical Institute has been the implementing agency of the Flag and Heraldic Code of the Philippines since 1972 when President Marcos issued the Reorganization Act of 1972. From then on, the Institute has worked to create a book highlighting the proper use of the seals and symbols of the government. The frequency of requests for assistance to the Heraldry and Display Section of the NHI attests to the urgency of illustrating the rules and regulations in using symbols of state. In 2002, the NHI published a book entitled The Flag and Heraldic Code of the Philippines, implementing Republic Act No. 8491, otherwise known as the "Act Prescribing the Code of the National Flag, Anthem, Motto, Coat-of-Arms and other Heraldic Items and Devices of the Philippines." Subsequent reviews found the book wanting in relation to specific cases of heraldic usage. A resolution was called to amend some provisions of the Implementing Rules and Regulations of R.A. No 8491. This amendment is now incorporated into the second edition o this book. It is hoped that this modest book will clarify the usage of the Symbols of the State." Ambeth R. Ocampo, Chairman
